Time Reporting, Pay Requests, & Substitute Pay
A Payroll Action Form should only be used to compensate an employee for work done outside of the normal parameters of their position. This work should be approved by Human Resources as work outside of the position. If it is merely for additional (or missed) work hours within the scope of their position, that should be captured within a time card (via Cougar Web or Time Card form).

Web Time Entry is due to be signed by the employee before midnight, one business day after pay day. After that Supervisors have until 5:00 p.m. the following business day to approve web-time entry. If an employee has missed the cutoff for web-time entry, they should immediately contact their supervisor for assistance.
If a supervisor is unable to enter an employee’s time, the supervisor should contact Payroll so that the time can be processed manually. Electronic time cards should be submitted only for time missed being entered into Cougar Web when the window has closed to do so.

A Substitution Pay Form should only be used to compensate a faculty member that is covering a single class for another faculty member.
A leave form for the faculty member that was absent is required to accompany the substitution pay form.

Pay in lieu of vacation: Employees who have completed three (3) years of service may request pay in lieu of vacation. Employees must first take two eighty (80) hours of vacation in a calendar year prior to submitting such a request. Employees may receive payment once per calendar year for up to forty (40) hours of their accumulated vacation balance by submitting a written request for such payment to their supervisor. Such payment shall be issued with the next regular payroll following submission of the employee’s request.

Columbus State Community College is legally required to withhold local taxes based on where associates work. Last year, in response to the pandemic, Ohio issued a Temporary Order requiring employers to continue to withhold local taxes based on associates’ office location. The order expired this year and companies now are expected to change local Ohio tax withholdings to reflect associates’ current workplaces.
