Data Governance
Purpose
The Data Governance Workgroup at Columbus State Community College (CSCC) is established to oversee and govern the management, security, quality, and responsible use of College data.
Data Governance Responsibilities
- Policy Development: Formulate, review, and recommend data governance policies, standards, data sharing agreements, and procedures.
- Data Management: Serve as a resource for relevant departments as they establish guidelines for data security, collection, storage, transmission, access, quality, and retention.
- Training and Awareness: Develop educational programs and materials to promote institution-level data governance awareness and provide training to faculty, staff, and students.
- Data Access Controls: Establish protocols for granting access to data, defining roles, and maintaining access controls.
- Continuous Improvement: Regularly assess and improve data governance practices, policies, and procedures based on evolving needs and industry best practices.
Objectives
- Establish a framework for effective data governance practices and policies.
- Foster a culture of responsible data handling and ethical data use.
- Promote the reliability, accuracy, and consistency of institutional data.
- Facilitate collaboration among departments to achieve College and data governance goals.
Membership
The Data Governance Workgroup shall consist of representatives from various departments across the College, including but not limited to Information Technology; Office of Institutional Effectiveness; Curriculum Management; Human Resources; Legal, Academic Affairs and the Enrollment Services Operations. Membership may be revised as needed to ensure comprehensive representation.
Data Ownership and Responsibilities
At Columbus State Community College, the President/Board of Trustees owns all data
at the highest level, except for information excluded by Intellectual Property policies.
Each data domain is then appointed a Data Trustee, who may also appoint Data Stewards
to govern the daily operations including access assignment, system administration,
and decisions for release of institutional data.
Data TruStee
Data Trustees are executive College officials, or their designees, who have planning
and policy level responsibility for data within their functional business unit and
management responsibility for defined institutional data segments. Data Trustees work
with the Chief Information Officer (CIO), or their designees, to ensure that the appropriate
resources (staff, computing resources, etc.) are available to support the data needs
of the entire College.
- Assigning and overseeing Data Stewards.
- Overseeing the establishment of data policies in their areas.
- Determining legal and regulatory requirements for data in their areas.
- Promoting appropriate data use and quality.
Data Steward
Data Stewards are College officials, or their designees, having direct responsibility for the management of one or more types of business unit data segments.
- Assisting in developing and maintaining data classification procedures.
- Assisting in developing, implementing, and managing data access procedures.
- Ensuring that data quality and data definition standards are developed and implemented.
- Interpreting and assuring compliance with Federal and State regulations and College policies regarding the release of, responsible use of and access to institutional data.
- Coordinating and resolving stewardship issues and data definitions of data elements that cross multiple functional units.
- Developing, implementing, and maintaining a business continuity plan for institutional data under their control.
- Providing communications and education to College community members on appropriate use and protection of institutional data.
- Developing, implementing, and communicating record retention requirements.
Data Custodian
Data Custodians are individuals authorized by the Data Stewards(s) who have operational responsibility for the administration of the systems and devices that store, process, transmit, or provide access to institutional data.
- Maintaining physical and system security and safeguards appropriate to the classification level of the data in their custody.
- Maintaining disaster recovery plans and facilities appropriate to business needs and adequate to maintain or restart operations in the event systems or facilities are impaired, inaccessible, or destroyed.
- Assisting in managing Data User access as prescribed and authorized by appropriate Data Stewards.
Data user
Data Users are individual College community members who have been granted access to institutional data to perform assigned duties or in fulfillment of assigned roles or functions within the College. Access is granted solely for the purpose of conducting College business and on a need-to-know basis.
- Following the policies and procedures established by the appropriate Data Stewards.
- Using institutional data only as required to conduct College business within the scope of employment.
- Ensuring the appropriateness, accuracy and timeliness of institutional data.
