The above costs do not include textbooks, supplies, laboratory fees, equipment, lodging, food and other personal expenses. Costs vary depending on the courses selected. Lab fees vary depending on the course. This is to cover consumable materials. A one-time, nonrefundable matriculation fee of $50 is charged to each student when they register for classes. |

One Time Fees
Matriculation Fee (non-refundable) $50.
The Matriculation fee takes effect starting in
Summer Quarter 2006. The new fee replaces a former matriculation fee,
the application fee and the ID card fee.
Matriculation Fee
The one-time non-refundable $50 matriculation
fee covers the cost for establishing and maintaining a perpetual student
record and issuing a student identification card. The matriculation fee
will appear and be due for payment on the first quarter of registration.
To receive an ID card, take a photo ID to the Public Safety department in Union Hall. The ID card is needed to check out materials from the Educational Resource Center, to use recreation equipment and facilities, to obtain a transcript, and for many other campus activities and services.
Note: Until Summer Quarter 2006, students
were required to pay a $35 matriculation fee, a $10 application fee and
a $4 ID card fee.
Instructional and General Fees
The credit hour fee for Ohio residents of
$79.00 is based on a $70.00 instructional fee and a $9 general fee. The
general fee covers expenses for registration, counseling, placement,
graduation, health services and other activities and services. Fees for
non-Ohio residents and international students reflect a similar prorated
instructional and general fee amount. All fees are subject to change

Fee Payment
At the time of registering for classes, prior
to the deadline to pay fees, the student will be emailed a class
schedule. After receiving the class schedule the student will also be
emailed a notice of fees due. upon payment of fees, the cashier will
issue a PAID fee receipt which is the student's verification of having
paid fees and permission to enter scheduled classes. Screen prints are
available for payments made over the Internet using
CougarWeb.
Lab Fees
Lab fees are charged to cover the cost of
consumable materials used by the student. The cost of student liability
insurance, required in certain health technologies, will be included in
the lab fee.
Late Payment of Fees
Students who registered for courses but have
not paid all fees are subject to having their schedule dropped for non
payment and being charged a $75 re-registration fee should they
re-register. Fees, including any late fees, must be paid in full by the
stated deadline.
Proficiency Examination Fee
Students who believe they possess the
knowledge contained in a course may request of the academic department
to take a proficiency examination. A non-refundable $50 fee per course
is charged for each proficiency examination given. Information
concerning proficiency examinations may be obtained by contacting the
Records and Registration Office, 201 Madison Hall.
Transient Student Fees
Transient students (those who are taking one
or more courses to transfer back to another college or university)
complete a regular application and pay the one-time $50 application fee.
The regular instructional, general, lab and appropriate residency status
fees shall be charged for courses taken. It is recommended that transient students
receive approval from their home institution to take specific Columbus
State Community College courses to assure transferability/applicability
of the credit at the home institution.
Student Health Insurance
We recognize that some students may have
health insurance needs. Although we do not provide this service,
insurance company brochures are available in our Cashier's Office for
your convenience.
The college makes no endorsement and receives no financial remuneration
from any insurance provider. All student health insurance matters are
solely between the insurance company and the student.
Non-Traditional Credit Fee
Students with life experience that has
provided learning similar to academic course outcomes may request a
review of that experience by the appropriate academic department
chairperson. A non-refundable $50 fee is charged to review the
information and/or portfolio.
Withdrawal Procedure
Students may withdraw from full-quarter and
second-term courses through the 63rd calendar day of the quarter and
from first-term courses through the 32nd calendar day of the quarter
(including Saturdays, Sundays, and holidays). Please see the Records and
Registration Office for deadlines for other short-term courses. To
withdraw from a class, it is necessary for the student to notify the
College by using CougarWeb, CATS (Computer Automated Touchtone System)
registration at (614) 287-2287; calling telephone registration, (614)
287-5353, or submitting a completed Registration Form to the Records and
Registration Office or an Off-Campus Center during business hours.
Receipt of the revised schedule, either in person or by mail, is the
student’s verification of completed registration transactions. Failure
on the part of a student to follow withdrawal procedures will result in
an “E” (failing grade) being recorded for the course or courses on the
grade report.
Fee Payment Procedures
1. Fees can be paid in person at the
Cashier's Office, located in Rhodes Hall, by the deadlines listed below.
Cashier's Office Hours:
Monday-Thursday: 8:00 a.m. to 6 p.m.
Friday: 9:30 a.m. to 4:30 p.m.
Saturdays: Usually closed, but additional Saturday hours will be
added on Saturdays during rush periods. Call for hours.
Retain your receipt
You may also use the convenient drop box, located on the east side of
Madison Hall, to drop off your fee payment and avoid the lines. Fees may
be paid by telephone using your credit card (VISA, MasterCard or
Discover); Call 614 287-5353 to use this convenient option.
2. Students may pay fees over the
Internet using CougarWeb. Logging on to CougarWeb requires your Cougar
ID number and a password.
3. Fee payment may be made by cash,
check, money order or with Discover, MasterCard or VISA cards.
Checks must include the following:
A. Student's Name
B. Social Security or Student Number
C. Telephone Number
Checks or money orders must be for the
exact amount. Checks and money orders are to be made payable to
Columbus State Community College.
NOTE: A $20.00 penalty will be assessed for returned checks.
NOTE: If your fees are to be paid by your employer, special arrangement,
grants, or state agencies, you must contact the Accounts Receivable
Department at 287-2029, 287-2485 or 287-2417 within the fee payment
times listed below.
Please report any change of address to Records and Registration, located
in Madison Hall, or the Telephone Information Center at 614 287-2666.
Payment Details
Once you have registered for classes,
you can obtain a fee statement.
If you pay in person, you can get a fee statement at the cashier's office.
If you pay through CougarWeb, you can look up your account balance online.
If you still need a fee payment statement, you can call the Telephone Information Center and request one.
It is important to
remember to pay your fees on time. Failure to pay fees on time can
result in penalties, and automatic nullification from scheduled classes.
Fees can be paid by mail, by phone, or in person.
Your fee statement will include charges for tuition, lab fees, parking
(if requested) and a one-time fee for a student identification card (new
students only). Payment schedules vary from quarter to quarter. Please
refer to your quarterly schedule to make yourself aware of all payment
deadlines and refund dates posted for each quarter.
Payment by Mail
Paying by mail is one of the most convenient ways to pay fees. If you
have lost or have not received your schedule, please call the TIC for
the total at 287-5353. Not having the correct amount on your check or
money order may result in dropped schedules. Make out a check or money
order to: Columbus State Community College for the full amount listed on
the statement. Checks must include the following:
Student's Name
Social Security or Student Number
Telephone Number
Checks or money orders must be for the exact amount. Checks and money
orders are to be made payable to Columbus State Community College, P.O.
Box 1609, Columbus, OH 43216-1609.
NOTE: A $20.00 penalty will be assessed for returned checks.
Paid postage addresses envelopes are available in the Cashier's Office
in Rhodes Hall. All mail in payment must be posted to the student
account deadline to avoid the student's schedule being dropped for
non-payment (Specific dates will be listed in your schedule).
Payment by Phone
Another convenient way to pay fees is by using a credit or debit card
over the phone. By calling Columbus State's Telephone Information Center
at (614) 287-5353, you can use your MasterCard, VISA, Discover or Bank
Debit Card to pay your fees. See your schedule for deadline options.
Payment in Person
To pay your fees in person, visit the Cashier's Office full service
payment window located on the second floor of Rhodes Hall. To avoid
lines during the busy weeks prior to quarterly payment deadlines, you
can use the convenient and secure deposit box located on the north side
of Madison Hall. When using the deposit box, make sure all your
information (name, Student ID number, address, and telephone number) and
check or money order are included in your sealed payment envelope.
. ID Card and Parking Permits
Upon payment, first time students MUST bring their paid receipts to the
office of Public safety located in 048 Union Hall to obtain a STUDENT
PHOTO IDENTIFICATION CARD. This card, will help the college better serve
you as a customer and will allow you access to buildings, equipment and
recreational facilities, library privileges, and use of the many
services we offer at Columbus state.
At this time, students who will have a vehicle on campus with a parking permit MUST register the vehicle with the office of Public safety.
After you pay for your parking permit, you will receive the permit through the mail. You can buy a parking permit in person at the Cashier's Office, or you can pay by mail, CougarWeb, phone (614-287-5353) or deposit box
Please note:
Temporary permits can be obtained
through the Office of Public Safety. Student parking is well marked on
campus and students with permits are allowed to park in any of the
student parking areas.
Refunds
The quarterly instructional, general and lab fees are refundable for
student-initiated withdrawals in accordance with the schedule in the
quarterly enrollment guide.
A total refund of quarterly fees is made when a program is cancelled or
closed and the student does not elect or is not permitted to enroll in
another program.
Duplicate Schedule
A duplicate schedule and fee statement may be obtained in Records in
Records and Registration located in Madison Hall 201.
Release of Records and Transcripts
Columbus State Community College will not release a copy of the
student's official records to individuals and organizations outside of
the College without the student's written permission, except where
required by law. Students may request that a copy of their official
Columbus State transcript be sent to organizations and individuals
outside the College by completing the
transcript request form. There is
a $2.00 charge for an official transcript. Students wishing to take a
copy of their transcript with them will be required to present a picture
identification card and pay $15.00. All payments are to be made in the
Cashier's Office, Upper Level, Rhodes Hall or via mail to the address on
the form. The Family Education Rights and Privacy Act of 1974, as
amended, governs the maintenance and release of records. A copy of the
regulations is available in Records and Registration, 201 Madison Hall.
Resident, Out-of-State, and International Student Status
A resident of Ohio "for all other legal purposes" shall mean any person
who maintains a 12-month place or places of residence in Ohio, who is
qualified as a resident to vote in Ohio and receive state welfare
benefits, and who may be subjected to tax liability; provided such
person has not, within the time prescribed by this rule, declared
himself or herself to be, or allowed himself or herself to remain, a
resident of any other state or nation for any of these or other
purposes.
In determining whether an enrolled student is an Ohio resident, the
College shall make a determination of fact in accordance with the above
standards.
General Residency for Tuition Surcharge Purposes
The following persons will be classified as residents of the State of
Ohio for tuition surcharge purposes:
A. Dependent students, at least one of whose parents or legal guardians
has been a resident of the State of Ohio for 12 consecutive months or
more immediately preceding the enrollment of such student in an
institution of higher education;
B. Persons who have resided in Ohio for all other legal purposes for at
least 12 consecutive months immediately preceding their enrollment in an
institution of higher education and who are not receiving and have not
directly or indirectly received in the preceding 12 consecutive months,
financial support from persons or entities who are not residents of Ohio
for all other legal purposes.
C. A dependent child of a parent or legal guardian, or the spouse of a
person who, as of the first day of a term of enrollment, has accepted
full-time employment and established domicile in the State of Ohio for
reasons other than gaining the benefit of favorable tuition rates.
Documentation of full-time employment and domicile shall include both of
the following documents:
I. A sworn statement from the employer or the employer's representative
on the letterhead of the employer or the employer's representative
certifying that the parent or spouse of the student is employed full
time in Ohio.
II. A copy of the lease under which the parent or spouse is the lessee
and occupant of rented residential property in the state; a copy of the
closing statement on residential real property located in Ohio of which
the parent or spouse is the owner and occupant; or if the parent or
spouse is the not the lessee or owner of the residence in which he or
she has established domicile, a letter from the owner of the residence
certifying that the parent or spouse resides at that residence.
D. Persons who live and are gainfully employed on a full- time or
part-time and self-sustaining basis in Ohio and who are pursuing a
part-time program of instruction at an institution of higher education.
Specific Exceptions and Circumstances
1. A person on active duty status in the United States military service
who is stationed and resides in Ohio and his or her dependents will be
considered residents of Ohio for these purposes.
2. A person who enters and currently remains upon active duty status in
the United States military service while a resident of Ohio for all
other legal purposes and his or her dependents shall be considered
residents of Ohio for these purposes as long as Ohio remains the state
of such person's domicile.
3. Any alien holding an immigration visa or classified as a political
refugee shall be considered a resident of the State of Ohio for state
subsidy and tuition surcharge purposes in the same manner as any other
student. (See C I and C II above.)
4. No persons holding a student or other temporary visa shall be
eligible for Ohio residency for these purposes.
5. A dependent person classified as a resident of Ohio for these
purposes shall continue to be considered a resident during continuous
full-time enrollment and until his or her completion of one academic
degree program.
6. In determining residency of a dependent student, removal of the
student's parents or legal guardian from Ohio shall not, during a period
of 12 months following such removal, constitute relinquishment of Ohio
residency status otherwise established under item C;
7. Any person once classified as a non-resident, upon the completion of
12 consecutive months of residency in Ohio for all other legal purposes,
may apply to the institution he or she attends for reclassification as a
resident of Ohio for these purposes. Should such person present clear
and convincing proof that no part of his or her financial support is or
in the preceding 12 consecutive months has been provided directly or
indirectly by persons or entities who are not residents of Ohio for all
other legal purposes, such person shall be reclassified as a resident.
(Exceptions: non- immigrants.) Evidentiary determinations under this
rule shall be made by the College, which may require, among other
things, the submission of information regarding the sources of a
student's actual financial support to that end.
8. Any reclassification of a person who was once classified as a
non-resident for these purposes shall have prospective application only
from the date of such reclassification.
9. A person who is transferred by his employer beyond the territorial
limits of the fifty states of the United States and the District of
Columbia while a resident of Ohio for all other legal purposes and his
or her dependents shall be considered residents of Ohio for these
purposes as long as Ohio remains the state of such person's domicile.
10. A person who has been employed as a migrant worker in the State of
Ohio and his or her dependents shall be considered a resident for these
purposes provided such person has worked in Ohio at least four months
during each of the three years preceding the proposed enrollment.
